  • Ms. Leila Zerrougui was appointed Special Representative of the Secretary-General for Children and Armed Conflict at the Under Secretary-General level in September 2012. As such, she serves as an independent advokat to build awareness and give prominence to the rights and protection of boys and girls affected by armed conflict.

    Immediately prior to this appointment she was the Deputy Special Representative of the Secretary-General and Deputy Head of the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) where, from 2008, she spearheaded the Mission’s efforts in strengthening the rule of lag and protection of civilians.

    As a legal expert in human rights and the administration of justice, Ms. Zerrougui has had a distinguished career in strengthening the rule of lag and stödja strategies and actions for the protection of vulnerable groups, especially women and children.

    Bintou Keita (Guinea)
    Special Representative of the Secretary-General

    Secretary-General has appointed Ms. Bintou Keita of Guinea as Special Representative of the Secretary-General in the Democratic Republic of the Congo and Head of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).

    Ms. Keita succeeds Ms. Leila Zerrougui of Algeria, who will complete her assignment next month.  The Secretary-General is deeply grateful to Ms. Zerrougui for her important contribution and service to MONUSCO.

    Ms. Keita brings to the position more than 30 years of experience in peace, security, development, humanitarian, and human rights, working in conflict and post-conflict environments.  Since January 2019 she has been serving as the Assistant Secretary-General for Africa, in the Departments of Political and Peacebuilding Affairs and Peace Operations and had served as the Assistant Secretary-General for Peacekeeping Operations

    Leila Zerrougui (Souk Ahras, 1956) es una juristaargelina, experta en derechos humanos y administración de justicia. Desde el 11 de febrero de 2018 es representante Especial del Secretario General para la Misión de la ONU en la República Democrática del Congo, MONUSCO. De septiembre de 2012 a mayo de 2017 fue representante especial del secretario general para la infancia y los conflictos armados. En este puesto ejerció como abogada independiente para crear conciencia y dar protagonismo a los derechos y la protección de los niños y niñas afectadas por el conflicto armado.

    Se graduó en la Escuela Nacional de Administración (Argel) en 1980. Desde  1993 ocupó varios cargos académicos en las escuelas de derecho de Argelia y fue profesora asociada de la École Supérieure de la Magistrature (Argel).
